1. distance = √((x₂-x₁)²+(y₂-y₁)²)= radius of the circle.
distance = √((4-(-3))²+(5-(-2))7²) = √98
2. (x-k)²+(y-h)²=r² center (-3,-2) which is (k,h)
(x-(-3))²+(y-(-2))²= (√98)²
(x+3)+(y+2)² = 98 is the equation
